APAS tests and certifies paints, coatings and non-paint products to ensure they meet stringent performance specifications. The APAS List of Certified Products contains more than 1500 approved products and is a comprehensive guide for specifiers.

The day to day management of APAS resides with the APAS Secretariat who are part of the Verification Services department of CSIRO Infrastructure Technologies. APAS offices are located at Clayton, Victoria, Australia. APAS certifies that certain paints, coatings and non-paint products, such as glass beads used in pavement marking, meet stringent performance specifications documented in more than 200 APAS performance specifications. APAS itself does not do any testing per se as it is a requirement that it remain independent of testing activities. The APAS List of Approved Products contains more than 1500 approved products and is a comprehensive guide for specifiers.

APAS is also active in environmental and workplace health and safety. In 1997, APAS together with the industry employer body, the Australian Paint Manufacturers Federation (APMF), were responsible for setting limits for volatile organic compounds (VOCs) in paints and coatings. Since then, VOC levels have been progressively reduced whilst still maintaining performance standards. An independent government audit of the industry’s self-regulation of VOCs in 2007 found there to be no case for external intervention as satisfactory progress in reducing VOC content continues to be made by APAS and the industry. Over the years, APAS has withdrawn approval for products containing lead, chromates and other toxic ingredients.

The basis of the Scheme are the performance specifications prepared by APAS. Draft versions are widely circulated for public comment prior to publication. Products are certified against these specifications and are required to be produced in APAS recognised manufacturing plants, known as an RMU (Recognised Manufacturing Unit). Currently there are APAS RMUs in seven countries other than Australia – China, Vietnam, Malaysia, India, Germany, Denmark & Belgium.

The AP-S0042 specification, “Glass Beads (and Glass Particles) – For use in and with Pavement Marking Materials” has undergone a comprehensive technical review in alignment with the recently released AS 2009:2024 Standard. [10-September-2024]: CSIRO’s Accelerated Linemarking Testing Facility Garners Strong Interest at RIAA Conference

At the recent Roadmarking Industry Association of Australia (RIAA) conference in August 2024, APAS Executive Officer, Arman Namvar, provided an update on CSIRO’s exciting project – Australia’s first Accelerated Linemarking Testing Facility, which is currently under development. The presentation sparked significant interest, with a high number of questions during the Q&A session, demonstrating the positivity and excitement within the industry.

This new facility aims to address the challenges of traditional field testing by offering a controlled and efficient environment for testing pavement marking materials. By reducing the time required for testing while ensuring accuracy and cost-effectiveness, CSIRO’s Accelerated Linemarking Testing Facility is expected to set a new benchmark for certification and innovation in pavement marking.

[25-March-2024]: Introduction of Coloured Surface Treatment specification in the Pavement Marking Material document suite

In line with industry requirements and after consultation with the Department of Transport and Main Roads Queensland, Transport for New South Wales, Department of Transport and Planning Victoria, Mainroads Western Australia, and the Roadmarking Industry Association of Australia, APAS is pleased to announce the introduction of specification AP-S0041/7 V0 Pavement Marking Material – Coloured Surface Treatment to the Pavement Marking Material specification suite.

[10-January-2024]: Allnex NZ have ceased participation in the APAS.

Allnex NZ have chosen to no longer participate in the APAS and have subsequently been removed from the APAS document AP-D152 (APAS® Participating Manufacturers and Resellers).
All previously certified products have now been deactivated and removed from the searchable and downloadable List of Approved Products.

[15-December-2023]: Field testing reviewed and updated in APAS 0041 specification suite for Pavement Marking Materials

In line with ongoing consultation with industry relating to the complexities and difficulties continuing to be experienced by Recognised Manufacturing Units (RMUs) to obtain stretches of road for the purposes of field testing pavement marking materials for compliance to the APAS 0041 suite of specifications, all specifications (AP-S0041/2 Solvent-borne Paint, AP-S0041/3 Cold Applied Plastic, AP-S0041/4 Thermoplastic, AP-S0041/5 Water-borne Paint and AP-S0041/6 Airport Runway Markings) have now been reviewed and updated for field testing options.

The APAS specification updates included:

  • Reformatting the entire document.
  • Updated Therapeutic Goods (Poisons Standard – February 2023) to October version.
  • Extended out the grace period for all testing facilities to achieve AS ISO/IEC 17025 accreditation due to delays experienced by some facilities.
  • Separated out laboratory testing (Table 1) and field testing (Table 2) requirements into two separate tables.
  • Added Appendix A (Field testing Requirements) for specific details, additions and changes to field testing requirements based on ongoing issues to locate suitable and available road areas.

[25-September-2023]: Technically reviewed and updated APAS Specifications: AP-S2911 V12 Polyurethane Coating for the Protection of Steel in Atmosphere

The APAS specification AP-S2911 V12 Polyurethane Coating for the Protection of Steel in Atmosphere underwent a full technical review by APAS in conjunction with the ACA and SCAA and was updated as follows:

  • Addition of a new sub-class AP-S2911/3
  • Increase of non-volatile content from 35% to 50% in line with industry standards
  • Introduction of accelerated weathering testing for all sub-classes to obtain CLASS II conformity
  • Inclusion and defining of gloss requirements depending on gloss level of product (low, medium, and high)
  • Update of Colour to include the AS 2700 colour product is assessed against
  • Inclusion of clauses 3.1 Definitions and 3.2 Acronyms
  • Removed clause number from Appendix A
  • Minor formatting updates

[23-May-2023]: Introduction of Waterproofing Specifications under APAS

 As reported by Australian online magazine Insurance Business Australia, Chubb (the world’s largest publicly traded property and casualty insurer) there has been a 72% rise in the size of property-related claims for the past five years by Australian homeowners due to internal water damage, with average water damage claims increasing from $17,627 in 2014 to $30,361 in 2018. This report also showed that water damage now accounts for 34% of all Chubb property-related claims, compared to 16% for fire and 9% for burglary.

Water damage usually occurs from three main sources: internal building sources (plumbing, fire suppression, drains and gutters), external sources (rain, doors, window openings and groundwater) and construction defects. One of the most effective ways to prevent water damage in the construction phase of building is the use of suitable waterproofing materials that are expertly applied to the areas that require them.

CSIRO has listened to the concerns of the building industry and consulted widely with the major stakeholders over the past 12 months.

We are pleased to announce that the Australian Paint Approval Scheme (APAS) has introduced a series of Waterproofing specifications to address currently unregulated waterproofing products and materials and, in conjunction with its sister program, the Painting Contractor Certification Program (PCCP), has developed new classes under which PCCP accredits applicant contractors.

[24-March-2023]: NEW Specification: AP-S0040 V0 Epoxy Adhesives for Installation of Raised Pavement Markers

In line with the recent release by Standards Australia of AS 3554:2023 (Adhesives – Epoxy – For raised pavement marker installation), and with the support of industry, APAS has now launched the NEW specification AP-S0040 V0 (Epoxy Adhesives for Installation of Raised Pavement Markers).

This specification has been developed to aid in the standardisation and regulation of epoxy adhesives used for raised pavement marker installation there by aiding in:

  • Better retention of RPMs to the road surface and reliability in their use, enabling better visibility even in difficult conditions, improving road safety thereby decreasing road accidents and fatalities.
  •  Less maintenance (and associated costs) with premature adhesive failures.
  •  Less chance of RPMs becoming projectiles and potentially endangering pedestrians and motorists if adhesives prematurely fail.
  •  Less roadside pollution of the dislodged RPMs.

[05-December-2022]: CSIRO Materials Performance Laboratory providing NATA accredited test services for glass bead testing

Glass beads used in the production of, and in association with, pavement marking materials, that are seeking certification and recertification under APAS, are required to be tested in a NATA accredited laboratory with all applicable testing under the labs NATA Scope of Accreditation, as per the requirements of the specific glass bead (AP-S0042) and pavement marking specifications (AP-S0041/2, AP-S0041/3, AP-S0041/4, AP-S0041/5 & AP-S0041/6).

If the RMU applying for product certification does not comply with the testing requirements, independent testing can be sort through the CSIRO Materials Performance Laboratory team which provides NATA accredited test services for glass bead testing to AS/NZS 2009*.
* The facility outsources testing for heavy metal content in accordance with laboratory accreditation regulations.

[8-November-2022]: Lifting of Geveko glass bead temporary suspension

As previously advised, due to the inability of Geveko to fulfil the requirements of glass bead re-certification at that time, as per the APAS specification AP-S0042 and APAS documents AP-D192, their glass bead products had been placed on temporarily suspension in line with APAS document AP-D004 and were removed from the List of Certified Products.

As of today, Geveko Markings has now fulfilled the requirements for glass bead certification for all three of the products detailed below, each product is now fully certified and can be located on the List of Approved Products. Please note that these products have new name designations.

[06-September-2022]: Updated APAS Specification 0041 suite – Pavement Marking Materials: AP-S0041/2 (Solvent-borne), AP-S0041/3 (CAP), AP-S0041/4 (Thermoplastic), AP-S0041/5 (Water-borne) and AP-S0041/6 (Runway)

The APAS specification AP-S0041 suite of documents have had the following updates:

  • Updated SUSMP information (all documents updated)
  • Review of Luminance Factor requirements (Laboratory Testing) in line with Y values for AS 2700 colours and variation with swatches and equipment used: Yellow amended to ≥ 45 – ≤ 50 % (from ≥ 50 %); Grey amended to ≥ 5 – ≤ 15 % (from > 5 % – < 15 %) and Other Colours amended to ≥ 5 – ≤ 15 % (from ≥ 15 %); addition of Red, Blue and Green values (≥ 5 – ≤ 15 %). Addition of NOTE to Luminance requirement – Exceptions to the above luminance range values will be assessed on a case by case basis depending on end user requirements within the AS 2700 colour range (all documents updated except AP-S0041/6 V1 as this document is not affected)

[28-June-2022]: JAS-ANZ Endorsement of APAS and Update of APAS document AP-D192

APAS would like to formally announce that the APAS Scheme has attained Endorsement under JAS-ANZ and Verification Services is now in the process of applying to be a Conformity Assessment Body under JAS-ANZ.

In line with the work undertaken as part of this endeavour, APAS is moving towards aligning product certifications with the versions of the APAS specifications the product has certification to, as follows:

  • All new product applications will be assessed according to the rules detailed in the updated APAS document AP-D192 V32 and the most recent applicable specification version.
  • All RMU’s holding existing product certifications are encouraged to seek recertification as soon as possible to the current specification versions.
  • If RMU decides that they prefer to wait until the end of their current certification, then the product will be marked according to the specification version that it is currently certified against.
  • This process will commence with the most recently technically reviewed specifications (as per the below list) and then proceed to all specifications.

  • Document brought in line with Australian Standard AS/NZS 3750.9
  • Name change from Organic Zinc-Rich Coating for the Long-Term Protection of Steel to Organic Zinc-Rich Primer for the Long-Term Protection of Steel

  • Standardising accelerated durability testing for interim and final testing results in line with material type (primer)

The APAS specification – AP-S2920 Siloxane and Polysiloxane Coatings for the Long-term Protection of Steel and Masonry – underwent a full Technical Review and was updated as follows:

  • Inclusion of clause 3 – Definitions and Acronyms
  • Updated SUSMP
  • ISO 20340 superseded by ISO 12944-9
  • Updated clause 7.1 for requirements of test panels
  • Updated clause 7.2 for CLASS II accreditation requirements
  • Updated clause 8, Table 1 requirements for:

– Flexibility and Heat Resistance from a 12 mm to a 6 mm diameter mandrel (more stringent requirement) in line with requirements of Recoating Properties; standardise cure times for testing involving mandrel to 28 days under standard conditions for uniformity of testing

– Updated Accelerated Durability in line with material types for Gloss requirements (2920/1 and 2920/3 sub-classes do not require the same level of gloss retention as 2920/2); inclusion of secondary panel for comparative gloss and colour changes if scribed panel has too much rust staining

– Direct Impact Resistance requirements for number or panels, maximum DFT test material & intended system and reporting of panels

– Adhesion – inclusion of a requirement for total coating thickness not to exceed 150μm DFT

– Gloss – inclusion of semi-gloss and low-gloss requirements

– Colour – inclusion of colour match requirements

– Resistance to Chemicals & Solvents – increased timeframe for material contact to increase the stringency of test

  • Update of Appendix A in line with ISO 16474-3 (UVA lamps) and ISO 9227 (neutral salt spray requirements); additional requirement added for testing to be performed by an independent 3rd party testing provider

[01-June-2022]: CSIRO Verification Services achieves Endorsement of the Australian Paint Approval Scheme in Australia

 Verification Services, part of the Infrastructure Technologies group under the Science Connect business unit, has had its APAS product certification scheme Endorsed by the Joint Accreditation System of Australia and New Zealand (JAS-ANZ).

In May 2022, the Joint Accreditation System of Australia and New Zealand (JAS-ANZ) advised CSIRO Verification Services (CSIRO VS) that the Australian Paint Approval Scheme (‘APAS’) has been endorsed as suitable for the issuance of accredited certification.

Pending CSIRO VS gaining accreditation as a Conformity Assessment Body (CAB; application pending) operating the scheme in the subsequent accreditation application, endorsement allows certifications to be issued in connection with the JAS-ANZ Accreditation Symbol. For product certification, this symbol is recognised globally by all member jurisdictions of the International Accreditation Forum.

JAS-ANZ is recognised as providing the highest level of third-party assessment internationally. Their scheme endorsement demonstrates to our members, clients, and stakeholders that the conformity assessment services provided by APAS meet the highest levels of professionalism in the conformity assessment industry. It is an endorsement of our competence, credibility, independence, and integrity in conducting these activities and provides confidence and best practice assurance to our valued clients.

The APAS specification AP-S0041 Pavement Marking Materials underwent a full technical review, was split into 5 separate documents and was updated as follows:

  • Full Technical review – Revision of laboratory based testing parameters and expansion and revision of performance based testing parameters
  • Document was split into the following five separate documents:
  1. AP-S0041/2: Pavement Marking Material – Solvent-borne Paint AP-S0041-2
  2. AP-S0041/3: Pavement Marking Material – Cold Applied Plastic AP-S0041-3
  3. AP-S0041/4: Pavement Marking Material – Thermoplastic AP-S0041-4
  4. AP-S0041/5: Pavement Marking Material – Water-borne Paint AP-S0041-5
  5. AP-S0041/6: Pavement Marking Material – Airport Runway Markings AP-S0041-6

[25-Jun-2020]: CSIRO/APAS submission to Standards Australia – AS 3554

The Australian Standard AS 3554: Adhesives – Epoxy – For Raised Pavement Marker (RPM) Installation, currently holds a withdrawn status with Standards Australia. This means that, although it can still be obtained and referred to, it is no longer deemed relevant. Australian regulators and Austroads have expressed their concerns regarding the differences in quality of adhesives used in road marker installation around Australia. These quality issues pose a very real and potential threat to life and safety as the adhesives, together with the RPMs, play a crucial role in road safety by providing delineation in both day and night-time conditions, particularly in poor weather conditions and where insufficient retroreflectivity exists in pavement marking materials.

CSIRO’s APAS, on behalf of industry members and regulators, has submitted a proposal for a full review and update of this standard. Currently, Australian state-based regulators refer to their own documents for tender and accreditation purposes, but with the ever increasing emergence of vehicle assisted and driverless technologies requiring very specific and high quality products, the need for a country-wide approach is being sort.

Within this proposal, APAS have requested that not only the current use of epoxy adhesives be revised and updated, but also this document also reflect the current industry, road authority and government body practices locally and globally by the inclusion of bituminous adhesives e.g. hot melt, pads, and other types that may be in use or under development, such as butyl mastic. The revised standard would then form the backbone for national consistency for infrastructure regulators, state road authorities and local councils regarding: materials conformity and compliance used in RPM adhesion; potentially decreasing the current levels of RPM adhesives failing prematurely and high maintenance costs associated with RPM reinstatement and OH&S issues with the general public when RPM’s become projectiles through adhesives failure.

[17-Apr-2020]: Review of APAS Specification 0041

As part of the APAS ongoing quality assurance, specifications and documentation are being reviewed and updated to reflect current industry practices, methodologies and standards. APAS, in conjunction with the APAS Technical Advisory Panel (ATAP), industry associations (RIAA, ACA, SCAA etc) and experts in the fields, are currently reviewing specification 0041 (AP-S0041.PDF (315 KB)) Pavement Marking Materials. This specification currently encompasses solvent-borne (0041/2), cold applied plastics (0041/3), thermoplastics (0041/4), water-borne (0041/5), and airport roadway markings (0041/6). As this specification is in the review stage, any new submissions or resubmissions for products that fall under any of these subcategories will be issued, where applicable, with a Certificate of Conformity (Interim or Full certification) for a maximum 2 year period only. The review process is extensive and will involve feedback being sought from not only those mentioned above, but also from road marking producers themselves and will be contacted in due course. [Sep-2019]: Important change to APAS Specification 0042

The CSIRO supports the need for industry accreditation programs underpinned by best practice where possible. The APAS scheme is about safety on our roads and saving lives. We therefore bring to your attention a new version (5) of the APAS Specification AP-S0042 with a formal issue date of 05-08-2019. The requirement for ISO/IEC accreditation has been reinstated and referenced specifically within Clause B3(d). the updated specification can be found on the APAS website or through this link AP-S0042.PDF (362 KB).

It will be business as usual for Australian companies with a NATA ISO/IEC 17025 accredited laboratory that already meet the scheme requirements. Those companies who have yet to achieve ISO/IEC 17025 laboratory accreditation (from their or their supplier’s laboratories, locally or internationally) will be granted a grace period until 30 June 2020 to complete the process and provide evidence of accreditation. APAS will work with and support those companies wherever possible and implement an extra level of rigour in the auditing processes for those companies in the interim.
